What's happening

This bill requires advance notification and public hearings before constructing or removing bicycle lanes or racks in New York City.

Why it matters

  1. Increases local government and community influence. By requiring notification to local council members, state legislators, and community board managers, the bill ensures that elected officials and neighborhood representatives are directly informed and involved before any changes to bike infrastructure occur.

  2. Builds in time for public feedback and transparency. The mandatory 90-day advance notice and public hearings provide a structured window for residents and stakeholders to review, comment, and potentially influence plans for new or removed bicycle lanes or racks, making the process more transparent.

  3. Could slow or complicate implementation of bike infrastructure. The added requirements for notice, hearings, and comment periods may create delays or additional hurdles for projects designed to expand or adjust bike facilities, potentially affecting the speed at which safety or mobility improvements are made.

  4. Gives communities a formal mechanism to reject or reshape plans. By requiring the department to consider public input and allowing for the cancellation or alteration of plans based on community feedback, the bill empowers neighborhoods to have a tangible impact on transportation and street design decisions.
