What's happening

This bill raises the annual fee for wholesale beer licensees to sell cider from $125 to $375.

Why it matters

  1. Statewide impact on wholesale beer distributors. By tripling the annual fee for a cider sales license, this bill directly affects all wholesale beer license holders across New York who wish to sell cider, potentially increasing their operating costs and influencing the variety of products available to retailers.

  2. Significant change in regulatory costs. The fee increase from $125 to $375 is a substantial adjustment, marking the first change to this fee since at least 1963. This could particularly impact smaller distributors or those for whom cider sales are a minor part of their business.

  3. Administrative alignment and license duration clarification. The bill clarifies that the cider sales license term will now always match the main wholesale beer license, which could simplify compliance and renewal logistics for licensees and state regulators alike.

Who cares

  • Wholesale Beer Distributors

These businesses will be directly affected by the increased license fee for selling cider and the new alignment of the cider license term with their main wholesale license.

  • Cider Producers and Suppliers

Any changes to distribution requirements or costs could impact how cider gets to market and the business relationships with wholesalers.

  • Alcohol Retailers (Beer, Wine, Liquor Stores, Bars, Restaurants)

They may care about the implications for supply chain costs and availability of cider products if wholesalers adjust pricing or access due to the higher license fee.

  • State Regulatory Agencies

Agencies overseeing alcoholic beverage control will need to update procedures, forms, and enforcement around the new fee structure and licensing terms.
