What's happening

This bill authorizes an 11% rate increase for in-person early intervention services in New York starting July 1, 2026.

Why it matters

  1. Directly increases funding for providers of in-person early intervention services. , which could help address workforce shortages, improve staff retention, and potentially enhance the quality and availability of care for children with developmental delays or disabilities.

  2. May reduce wait times and service gaps for families seeking early intervention support. , as higher reimbursement rates could incentivize more providers to participate in the program or expand their capacity.

  3. Signals a policy priority for early childhood development by allocating more resources to foundational services. , which could lead to better long-term outcomes for children and reduced costs for special education or other interventions later in life.

Who cares

  • In-person early intervention providers

The bill would require an 11% increase in rates for approved costs of in-person services rendered on or after July 1, 2026.

  • New York State Department of Health

The health commissioner would be required to provide the increase for the rate year beginning July 1, 2026, notwithstanding conflicting laws or regulations.

  • Families receiving early intervention services

The rate increase would apply to in-person services, rather than early intervention services delivered through other formats.
