What's happening
This bill prohibits fees for issuing replacement license plates if the original plates are still legible and for the same owner and vehicle.
Why it matters
Reduces financial burden on vehicle owners. by eliminating unnecessary fees for replacing license plates that are still legible and assigned to the same owner and vehicle, potentially saving money for people who are required to update plates due to policy changes rather than wear or loss.
Addresses concerns about forced plate replacements. when the state issues new designs or mandates updates, ensuring that owners aren’t penalized if their current plates remain in good condition.
Limits the state’s ability to generate revenue from plate replacement fees. in situations where there is no clear need for new plates, potentially prompting a reconsideration of how and when such replacements are required.

Who cares
Registered vehicle owners
The bill would bar fees for issuing reflectorized plates when their existing plates remain legible and the owner and vehicle stay the same, unless the owner requests new plates.
Department of Motor Vehicles
The agency would need to apply the fee prohibition to qualifying plate issuances.
Business fleet owners
The bill would provide the same fee protection for qualifying vehicles in their fleets, but not when they request new plates.
