What's happening
This bill requires clearer tenant notices, added legal resources, and more time for tenants to respond to major capital improvement rent increase applications in NYC.
Why it matters
Expands tenant protections specifically in New York City. by changing the administrative code, directly affecting rent-regulated tenants facing major capital improvement (MCI) rent increases—a common issue in many NYC apartment buildings.
Requires landlords to provide clearer, more accessible information. to tenants about how to respond to MCI rent increase applications, including a plain-language statement of tenant rights and a list of legal service providers, which could make it easier for tenants (especially those with language or legal knowledge barriers) to understand and exercise their rights.
Extends procedural timelines for tenants,. giving them not only 60 days to respond to a landlord’s rent increase application but also a new 30-day period to rebut any landlord response, meaning tenants have more time and clearer guidance to challenge potentially unfair rent increases.
