What's happening
This bill imposes fines up to $5,000 on landlords or owners who fail to comply with division of housing orders.
Why it matters
Strengthens enforcement of housing regulations. by creating significant financial consequences ($5,000 per violation) for landlords or owners who ignore orders from the state’s housing authority, potentially leading to better compliance with tenant protection rules.
Broadens the definition of "owner". to include not just property owners, but also mortgagees, receivers, executors, trustees, agents, and anyone in control of a dwelling—ensuring that responsibility for compliance cannot be easily evaded through complex property arrangements.
Covers a wide range of residential properties. , applying the penalties to both multiple dwellings (e.g., apartment buildings) and private dwellings (e.g., single-family homes), thus protecting a larger pool of tenants from landlord non-compliance.
May lead to faster resolution of tenant complaints. , as the risk of steep fines could incentivize landlords and property managers to address violations and comply with housing authority orders more promptly.
