What's happening

This bill prohibits calf roping, use of flank straps, electric prods, and sharp spurs in New York rodeos, with penalties for violations.

Why it matters

  1. Strengthens animal welfare by banning specific practices widely considered stressful and harmful to animals. such as calf roping, flank/bucking straps, electric prods, and sharp spurs—potentially reducing suffering and injuries in rodeos.

  2. Targets not just individuals, but also organizations and venues. meaning entire rodeo operations and even event hosts can face significant financial penalties and loss of licenses or permits, increasing accountability throughout the industry.

  3. Introduces substantial economic deterrents. with civil penalties up to $10,000 per violation (and per day), plus revocation of rodeo permits and ineligibility for state tax benefits for noncompliant venues, making rule-breaking potentially costly.

  4. May reshape the nature of rodeos in New York. by effectively banning traditional events and techniques, encouraging either significant changes in rodeo practices or deterring these events altogether, which could impact rural economies and cultural traditions.
