What's happening

This bill allows New York City to set speed limits as low as five miles per hour on open streets prioritizing non-vehicle users.

Why it matters

  1. Prioritizes pedestrian and cyclist safety. by allowing the city to set extremely low speed limits (down to 5 mph) on designated open streets, aiming to reduce the risk and severity of crashes involving non-vehicle users.

  2. Clarifies what qualifies as an “open street,”. defining it as a street where motor vehicle access is limited by barriers or signage and where pedestrians, cyclists, and other non-vehicle users are given priority, ensuring the law targets genuinely shared or pedestrian-focused spaces.

  3. Expands local authority. for New York City’s Department of Transportation to experiment with and implement aggressive traffic calming in urban environments, potentially serving as a model for other dense cities looking to reclaim street space for non-drivers.

  4. May influence street design and community use,. encouraging more events, play streets, and everyday active uses by making certain streets feel safer and less dominated by cars, potentially improving neighborhood cohesion and public health.
