What's happening
This bill amends election law to clarify when changes in party enrollment take effect, particularly regarding postmark dates before the June primary.
Why it matters
Provides clarity on when party enrollment changes take effect. By specifying that changes received with a postmark after February 14th (or with no postmark) will only take effect after the June primary, the bill aims to eliminate confusion for voters and election officials about eligibility for voting in primaries.
Reduces risk of last-minute party switching for strategic voting. By tying the effective date of enrollment changes to the postmark, the law makes it harder for voters to switch parties just before the primary to influence another party’s candidate selection.
Ensures fairness and transparency in party primaries. The amendment helps maintain the integrity of the primary process by setting clear, enforceable deadlines for party enrollment changes, potentially reducing disputes and administrative errors around who can participate in each party’s primary.

Who cares
Voters changing party enrollment
The bill would allow changes postmarked by February 14 to take effect immediately even if received during the period when enrollment changes are otherwise delayed until after the June primary.
Boards of elections
Boards would need to check Postal Service cancellation dates on enrollment changes or their envelopes to determine when changes take effect.
Political parties and primary campaigns
The bill could affect which voters are eligible to participate in the June primary by making timely postmarked enrollment changes effective immediately.
