What's happening

This bill establishes a state family planning program to ensure continued access to services previously funded under Title X, including funding and Medicaid reimbursement for eligible providers.

Why it matters

  1. Preserves Access Despite Federal Changes. By targeting providers who lost Title X funding after 2016, this bill ensures that clinics previously excluded from federal dollars can continue offering family planning services, despite shifting federal policies.

  2. Protects a Broad Range of Services. The bill defines “family planning services” to match the comprehensive scope of Title X as of 2016, helping maintain access to contraception, screenings, counseling, and related health care that might otherwise be reduced.

  3. State Investment Beyond Federal Requirements. Funding for the new state program is meant to supplement—not replace—previous state commitments, potentially increasing overall resources for reproductive health and signaling a strong state-level commitment.

  4. Medicaid Reimbursement Parity. By mandating that family planning providers receive the same Medicaid reimbursement as other providers for similar services, the bill aims to stabilize provider finances and ensure ongoing patient access across the state.

Who cares

  • Family planning providers that lost Title X eligibility

Providers funded as of December 31, 2016, that later lost eligibility could deliver services through the new state program if they meet its requirements.

  • Individuals eligible for family planning services

The bill would establish a state program to maintain access to services through qualifying providers.

  • New York State Department of Health

The department would administer the program and, to the extent permitted and within state budget limits, ensure continuity through Medicaid reimbursement and provider requirements matching those for other providers of the same services.
