What's happening
This bill increases the minimum per-student funding for Empire State and Advantage after school program grants and adjusts for wage changes.
Why it matters
Raises the baseline funding per student for after school programs. this means organizations providing these services will have more resources per child, which could enhance program quality, staffing, and materials.
Links future funding levels to minimum wage increases. , ensuring that grants keep pace with rising labor costs; this helps prevent erosion of program quality or staff layoffs due to unfunded wage mandates.
Requires that grantees serve at least as many students as before when funding per student increases. , preventing programs from simply reducing enrollment in response to higher funding rates and ensuring expanded resources actually benefit more children.
