What's happening

This bill requires any Assembly or Senate bill with a set number of co-sponsors to be brought to a floor vote.

Why it matters

  1. Empowers legislative minorities and rank-and-file members. by allowing bills with significant bipartisan or intra-party support to bypass leadership bottlenecks and reach a floor vote.

  2. Reduces the power of committee chairs and leadership. to block or delay legislation, making the legislative process more transparent and responsive to member priorities.

  3. Encourages broader coalition-building among lawmakers. , as sponsors will need to actively seek co-sponsors to trigger a floor vote, potentially increasing deliberation and compromise.

  4. Could lead to more contentious or high-profile issues being debated publicly. , since members can force consideration of bills that leadership may otherwise avoid due to political sensitivity.
