What's happening

This bill lowers the annual animal sales threshold for breeders exempt from pet dealer regulations from 25 to 15 animals.

Why it matters

  1. Expanding Regulation to More Breeders. By lowering the exemption threshold from 25 to 15 animals sold annually, more small-scale breeders will now be classified as "pet dealers," subjecting them to additional regulatory oversight and requirements.

  2. Potential for Increased Consumer Protections. The change could help ensure that more animal sales are covered by standards regarding animal health, care, and record-keeping, potentially reducing the risk of consumers purchasing sick or poorly bred animals.

  3. Impact on Small Breeders. Small breeders who previously operated under the threshold may now face new compliance costs and administrative work, which could affect their ability to continue breeding or may incentivize them to further limit their sales.

  4. Animal Welfare Implications. Including more breeders under pet dealer regulations might contribute to better overall animal welfare, as more breeding operations will need to comply with state standards for care, housing, and transparency.
