What's happening
This bill prohibits New York independent colleges from requiring financial information from non-custodial parents and mandates independent student aid calculations.
Why it matters
Increases privacy and autonomy for students with non-custodial parents. by preventing colleges from demanding sensitive financial data from parents who are not part of the student's primary household, potentially reducing administrative barriers for applicants from divorced or separated families.
Shifts financial aid decision-making power entirely to each institution. , requiring them to create and use their own aid calculation formulas, rather than relying on external standard-setting organizations—this could result in more tailored but also less uniform aid practices across colleges.
May impact the amount and distribution of aid for students from complex family backgrounds. , as the exclusion of non-custodial parent resources could change who qualifies for need-based aid and how much they receive, potentially making college more accessible for some but also introducing new inconsistencies.
Could lead to greater institutional diversity in financial aid policies. , prompting colleges to evaluate and possibly reform their aid methodologies, which may benefit students seeking a more individualized assessment but could complicate comparisons between institutions.
