What's happening

This bill prohibits New York State from participating in or funding artificial pheasant propagation and mandates closure of state-run pheasant production facilities.

Why it matters

  1. Ends state support for pheasant hunting programs. By banning all state involvement in breeding, raising, and releasing pheasants, the bill would likely end the long-standing practice of stocking pheasants for hunting, which could impact hunting traditions and related local economies.

  2. Potential environmental and ethical impacts. The closure of state pheasant facilities may address concerns about animal welfare, invasive species management, and ecological disruption linked to artificially propagated game birds being released into the wild.

  3. Budgetary implications. The prohibition on using state funds for pheasant propagation could free up resources for other conservation or wildlife management priorities, but may also affect organizations and communities that previously benefited from state-run pheasant programs.

  4. Preserves certain hunting rights. The bill specifically states it does not affect rights under section 11-1901, signaling that while propagation is banned, some hunting or possession rights for pheasants may remain intact under other provisions of law.
