What's happening

This bill repeals section 901 of the real property tax law concerning unpaid housing code violation penalties in Syracuse.

Why it matters

  1. Removes a special mechanism for collecting unpaid housing code violation penalties in Syracuse. By repealing Section 901, the bill eliminates a process that allowed the city to recover these penalties through property tax enforcement, which could affect how and if such penalties are collected moving forward.

  2. May impact property owners facing code violations. Property owners with outstanding code violation penalties might no longer have these debts added to their property tax bills, potentially reducing immediate financial pressure but also possibly weakening enforcement leverage for compliance.

  3. Could shift city policy or enforcement strategies. Syracuse may need to devise new methods to ensure payment of housing code penalties, which could change how code compliance and neighborhood quality issues are handled in the future.
