What's happening

This bill directs the Department of State to study and report on the cost, completion, and outcomes of legislative studies from the past five years.

Why it matters

  1. Evaluates the effectiveness and follow-through of legislative studies. By examining which studies have failed to produce required reports or outputs, the bill seeks to identify gaps in accountability and ensure that legislative directives are actually being completed as intended.

  2. Assesses the real-world impact of legislative recommendations. By tracking how many study recommendations have led to new laws, bills, rules, or regulations, the report could reveal whether the studies funded by taxpayers are resulting in meaningful policy changes or are largely inconsequential.

  3. Examines government spending on studies for efficiency and waste. The required cost analysis provides transparency about public funds spent on legislative studies, potentially highlighting areas where resources could be saved or better allocated in the future.

  4. Could lead to reforms in how legislative studies are commissioned and managed. The findings and recommendations from the Department of State may prompt the legislature to adopt new practices to improve the value, oversight, and outcomes of studies they authorize.
