What's happening
This bill requires offering installment payment plans for people with toll violations before suspending vehicle registrations for unpaid penalties.
Why it matters
Expands access to payment flexibility. by requiring the DMV to offer installment payment plans—with no extra charges—for people who owe toll fines, making it easier for lower-income drivers to address penalties without an immediate lump-sum payment.
Delays harsh penalties. by ensuring that vehicle registrations cannot be suspended for unpaid toll violations until after the person has been offered and declined, or failed to follow, an installment plan, potentially reducing abrupt disruptions to transportation for affected individuals.
Aims to reduce cycles of debt and vehicle loss. by giving people a structured, manageable way to resolve toll debt, this approach may help prevent escalation of financial penalties and prevent people from losing the ability to drive due to registration suspensions.
Reflects a shift toward consumer protection. in traffic enforcement by prioritizing opportunities to resolve debts over punitive measures, signaling a broader trend toward reforms that balance enforcement with economic fairness.
