ACTING PRESIDENT BAILEY:Senator Scarcella-Spanton for the purposes of an introduction.
SENATOR SCARCELLA-SPANTON:Thank you, Mr. President.
I am honored today to recognize a truly remarkable leader, Carol Bullock, executive director of the Pride Center for Staten Island.
For years Carol has been a powerful advocate for the LGBTQ+ community, transforming Staten Island into a more inclusive and supportive place. Carol's leadership has been instrumental in creating visibility and acceptance for this community.
Her incredible work at the Pride Center has made a lasting impact on the community. From organizing PrideFest, running youth drop-in days and workshops to support families, she has fostered a sense of belonging and unity. Whether collecting coats for at-risk teens or ensuring that the LGBTQ+ community on Staten Island always has a voice, Carol continues to be a true advocate and leader.
As Carol begins her new journey, after seven years of dedicated service -- and I think a lot more years before that -- I want to thank her.
I want to thank you for your leadership, commitment to justice, and tireless advocacy which has inspired our entire community.
And for the first time ever, we're all going to be marching in the Staten Island St. Patrick's Day Parade, and that's thanks to your advocacy and your work.
Truly I am honored to call you a friend, I am honored to have worked side by side with you all of these years. I know we're going to continue that work together.
You're here with your beautiful wife, your sister, and I know our Assemblyman was here as well, to bring you up.
And it was also her birthday over the weekend, so Happy Birthday to you as well.
But thank you, Carol, for your service to Staten Island and beyond.
ACTING PRESIDENT BAILEY:Thank you, Senator Scarcella-Spanton.
To our special birthday-having guest, we welcome you on behalf of the Senate. We extend to you all of the privileges and courtesies of this house.

I rise before you today to speak on the chapter-amended LOADinG Act. I want to thank the Governor for her collaboration on this bill, the leader, of course, for bringing this to the floor, and Senate staff, who worked diligently on this bill. I particularly want to call out Mobeen and Nayram, who helped author the initial draft, as well, of course, as my own team, who shepherded this bill across the finish line.
I introduced the LOADinG Act two sessions ago because I realized that as AI rapidly advances, we need to establish clear guardrails and guidelines for responsible use of this technology. This effort started by our regulation of how AI and deep fakes is used in our elections and protecting our democracy, but continued by looking at how we're using this technology right here at home in state government.
This chapter version of the LOADinG Act does some really critical things for New Yorkers and for workers. It ensures that we have transparency in how AI is being used on state employment decisions. It ensures that there are clear labor protections for the workers that are going to be impacted by new technology. And of course this bill also ensures we have an inventory of --
ACTING PRESIDENT BAILEY:Excuse me, Senator Gonzalez.
Can we have some order? Excuse me.
SENATOR GONZALEZ:Thank you, Mr. President.
This is a critical first step in a comprehensive vision for ethical and responsible AI adoption that puts the needs of everyday New Yorkers first.
And again, I want to thank this body for passing this bill, and so I vote enthusiastically aye.
Thank you, Mr. President.
