  "MatterEXText5": "This bill would require the Office of Technology and Innovation’s Cyber Command, along with New York City Emergency Management (NYCEM), to develop or update an emergency response plan concerning artificial intelligence model-related threats to New York City’s infrastructure, operations, and public health and welfare. This plan would have to be submitted to the Mayor and the Speaker of the Council. Cyber Command and NYCEM would have to review, and update as appropriate, the plan on an annual basis. Additionally, they would have to submit annual progress reports to the Mayor and the Speaker of the Council on artificial intelligence emergencies in the prior 12 months and on implementation of the plan.",
