BILL NUMBER:A410

Title of bill

An act to amend the state finance law, in relation to the procurement and definition of certified wood

Purpose

To create a program of preferred source status for procurement of certified wood and paper products.

Summary of provisions

Section One amends section 165 of the state finance law adding two new paragraphs (k) and (l). Paragraph (k) defines certified wood and establishes a program for the procurement of certi- fied wood. Paragraph (l) establishes, based on the results of the program for certified wood, a pilot project for certified paper procure- ment.

Justification

This bill would extend the State's efforts to engage in environmentally responsible practices by expanding the purchase and use of wood and paper products that are sourced in a manner that has been certified to ensure the sustainability of forestlands.

The bill recognizes that there are a variety of different, credible sustainable forestry management programs in place or in development throughout North America and the world. The bill does not endorse or support any single plan, but authorizes the commissioner to select programs that promote forestry management techniques that encourage the long-term sustainability of the forests and their inhabitants. In addi- tion, the bill calls for a certified paper pilot program to complement and enhance the highly successful procurement program for recycled paper.
