Title of bill

An act to amend the state finance law, in relation to the procurement and definition of certified wood

Purpose

To create a program of preferred source status for procurement of certified wood and paper products.

Summary of provisions

Section One amends section 165 of the state finance law adding two new paragraphs (k) and (1). Section (k) defines certified wood and establishes a program for the procurement of certified wood. Section (1) establishes, based on the results of the program for certified wood, a project for certified paper procurement.

Justification

The State of New York and the New York Legislature, through their long continuing efforts as responsible parties with those practicing stewardship of the environment, encourage the use and purchase of certified wood and paper products.

The State recognizes that there are a variety of different, credible sustainable forestry management programs in place or in development throughout North America and the world. Because no one organization or plan is applicable to every type of forest, the State does not endorse or support any single plan, but does acknowledge they all share the common goal of promoting forestry management techniques that encourage the long-term sustainability of the forests and its inhabitants, both wildlife and human. It is intended that the certified pilot paper program complement and enhance the highly successful paper procurement program for recycled paper. Implementation for the successful paper procurement program is delayed to allow sufficient time to accomplish this goal.
