BILL NUMBER:A8769A

Title of bill

An act to amend the public authorities law, in relation to authorizing the town of North Hempstead to create a townwide environ- mental improvement district

Purpose or general idea of bill

To authorize the Town of North Hemp- stead to create a townwide environmental district to identify and fund the costs associated with landfill maintenance.

Summary of specific provisions

Section one of the bill amends § 2049-e of the public authorities law by adding a new subdivision 4 which authorizes the Town of North Hempstead to establish a townwide environ- mental improvement district.

Justification

In order to assist in identifying costs and allocating resources for landfill maintenance, the Town of North Hempstead is asking for the authority to create a townwide environmental district. This district would improve transparency in the town government by creating a new budget line for the costs and appropriations associated with landfill maintenance. Currently, the costs of landfill maintenance are a part of the general fund.
