Title of bill
An act to amend the public authorities law, in relation to authorizing the town of North Hempstead to create a townwide environmental improvement district
Purpose or general idea of bill
To authorize the Town of North Hempstead to create a town wide environmental conservation improvement district to identify and fund the costs associated with the treatment, management and disposal of the town's solid waste and its by-products, and to undertake, amongst other things, erosion control, flood mitigation and remediation, shoreline protection, groundwater protection and wetlands preservation.
Summary of specific provisions
Authorizes the Town of North Hempstead to create a town wide environmental conservation improvement district to identify and fund the costs associated with the treatment, management and disposal of the town's solid waste and its by-products, and to undertake, amongst other things, erosion control, flood mitigation and remediation, shoreline protection, groundwater protection and wetlands preservation.
Justification
In order to assist in identifying and funding the costs associated with the treatment, management, and disposal of the town's solid waste and its by-products, and to undertake, amongst other things, erosion control, floor mitigation and remediation, shoreline protection, groundwater protection and wetlands preservation. This district would improve transparency in the town government by creating a new budget line for the costs and appropriations associated with the treatment, management, and disposal of the town's solid waste and its by-products, and to undertake, amongst other things, erosion control, floor mitigation and remediation, shoreline protection, groundwater protection and wetlands preservation. Currently, these costs are funded through various intergovernmental budgets, in an inequitable manner, or not funded at all.
