BILL NUMBER:S1832
Title of bill
An act to amend the education law, in relation to creating the New York DREAM fund commission and making family tuition accounts available to account owners who provide a taxpayer identification number
Purpose or general idea of bill
Creates the New York DREAM fund commission, which shall be committed to advancing the educational opportunities of children of immigrants through scholarship programs that provide assistance with the costs of higher education.
Summary of specific provisions
Section 1 of the bill amends the education law by adding a new section 609. Part 1 of new section 609 creates the dream fund commission which shall be committed to advancing the educational opportunities of the children of immigrants. Part 2 of section 609 establishes a not-for-profit entity charged with raising funds for the administration of this section and any educational or training programs the commission is tasked with administrating and funding scholarships to students who are children of immigrants to the United states. Part 3 of section 609 specifies that The New York DREAM fund commission and the New York DREAM fund shall be subject to the provisions of articles six and seven and section seventy-four of the public officers law.
Justification
This bill is necessary for advancing the educational opportunities of children of undocumented parents/immigrants who have grown up and live in New York State. These children cannot be expected to live on the fringes of society because they lack the economic opportunities to advance their lives, their families, and the very communities they grew up in and are an essential part of. Assistance with the costs of higher education through scholarship opportunities is essential to help the hard-working children of immigrants break the cycle of poverty and become vibrant members of an engaged and enlightened community. These opportunities will not only assist recipients, their families and ultimately their communities but will also help motivate children by giving them Hope. Investing in education for students with limited opportunities and resources is an investment in our future.
