What's happening
This bill legalizes and validates late building cost reports by the Roscoe Central School District and waives related penalties.
Why it matters
Ensures the Roscoe Central School District won’t lose state aid or face penalties. due to late or missing building cost reports, as long as the reports are ultimately submitted and approved, and the delay was due to administrative oversight rather than fraud or misconduct.
Retroactively validates all actions related to these building projects. , protecting the district from legal or regulatory challenges over technical errors or missed deadlines, which could otherwise jeopardize funding or the legality of completed projects.
Allows recovery of previously withheld funds. If the state already penalized the district for late reports, those amounts must be repaid to the district as if they were regular prior-year payments, provided all conditions in the bill are met.
Reinforces accountability by requiring the commissioner of education’s approval. of the late reports and confirming that all state funds were properly spent, ensuring that the waiver of penalties does not excuse misuse of public money.
