What's happening

This bill ensures homeless children are eligible for pre-kindergarten programs and clarifies their school district rights.

Why it matters

  1. Expanding access to early education. By explicitly covering homeless children in pre-kindergarten programs, the bill ensures some of the state's most vulnerable youth have access to foundational early learning, which is linked to better long-term educational outcomes.

  2. Stability in school placement. The bill lets homeless children return to their previous pre-kindergarten program or school, supporting educational continuity despite unstable housing situations—a factor shown to reduce emotional and academic disruption.

  3. Clarifies district obligations. The legislation spells out that both the district of origin and the district where the homeless child currently resides must recognize pre-kindergarten rights, ensuring no ambiguity in responsibility for enrollment and services.

  4. Promotes equity. By making pre-kindergarten a guaranteed right for homeless children wherever it is offered, the bill addresses systemic barriers these children face, potentially reducing gaps in school readiness and future achievement.
