What's happening

The bill expands Dormitory Authority financing to include the New York Alliance for Inclusion and Innovation and extends provisions to 2023.

Why it matters

  1. Broadens access to state-assisted facility financing. by allowing the New York Alliance for Inclusion and Innovation (and any future successors) to use Dormitory Authority financing, not just the New York State Rehabilitation Association. This could give more not-for-profit organizations serving individuals with disabilities access to lower-cost capital for facility improvements.

  2. Supports a wider range of services and programs. by explicitly including day programming, job training, and workforce development facilities as eligible for financing. This change reflects a growing emphasis on employment and community integration for people with disabilities.

  3. Extends financing authority for an additional five years (to December 31, 2023). , enabling more projects to be planned and carried out, and providing organizational stability for not-for-profits as they consider long-term investments.

  4. Facilitates smoother project funding. by clarifying that eligible organizations can pledge a variety of public funds to secure financing, and formalizes the administrative roles and responsibilities of the relevant associations in overseeing these agreements, potentially streamlining the financing process for member organizations.
