What's happening
This bill extends the Department of Environmental Conservation's authority to regulate crab management measures through December 31, 2019.
Why it matters
Continued regulatory authority helps ensure that crab populations—including horseshoe crabs—are managed in line with best available science and current conservation needs, which can help prevent overfishing and protect ecosystem balance.
The extension gives the Department of Environmental Conservation the flexibility to quickly adjust rules (such as size limits, catch quotas, and gear restrictions) in response to emerging threats or changes in crab population data, rather than waiting for new legislation.
Aligning state regulations with Atlantic States Marine Fisheries Commission and federal management plans helps New York avoid penalties, maintain federal funding, and support coordinated conservation efforts across state lines, especially for migratory or ecologically significant species.
