What's happening
This bill extends the Department of Environmental Conservation's authority to regulate crab management measures until December 31, 2019.
Why it matters
Ensures ongoing state-level flexibility. in responding to emerging issues in crab populations, including horseshoe crabs, by allowing the Department of Environmental Conservation (DEC) to update rules as needed without waiting for new legislation.
Aligns New York’s crab management with federal and interstate standards. , as the DEC’s regulatory authority must remain consistent with plans from the Atlantic States Marine Fisheries Commission and federal fishery management acts, promoting coordinated conservation efforts.
Impacts commercial and recreational crabbers. by maintaining the DEC’s ability to set or change critical rules—such as size limits, catch quotas, gear restrictions, and season dates—which can affect how, when, and where crabs may be harvested, and thus influence both ecological health and economic activities.

Title of bill
An act to amend the environmental conservation law, in relation to extending the authority of the department of environmental conservation to fix by regulation measures for the management of crabs
Purpose
The purpose of this bill is to extend the Department of Environmental Conservation's (DEC) crab management practices.
Summary of provisions
This bill would extend for one year until 2019, the authority of DEC to manage crabs by regulation.
Justification
Crabs have played an important role in New York's fishing history. For example, the horseshoe crab has sometimes been called a living fossil, having remained relatively unchanged in appearance for 350 million years. Horseshoe crabs are an important part of the ecosystem serving as a food source for migratory shorebirds, including red knots, functioning as bait for the taking of whelk and American eel and providing an impor- tant contribution to medicine with a clotting agent in their blood called Limulus Amoebocyte Lysate (LNL) for which there is currently no synthetic substitute. This legislation would extend DEC's authority to manage crabs, including horseshoe crabs for an additional year.
