What's happening

This bill prohibits public schools with a record of serious labor law violations from converting to charter schools until compliance.

Why it matters

  1. Targets schools with a history of severe labor law violations. , specifically those found to have intentionally interfered with or discriminated against employee rights under public sector labor law, preventing them from converting into charter schools until such issues are resolved.

  2. Empowers the Public Employment Relations Board. as the authority to determine whether a school's labor law violations rise to the level that would block a charter conversion, giving labor oversight bodies a direct role in the charter approval process.

  3. Creates an incentive for compliance with labor laws. , as schools wishing to convert to charter status must first resolve any patterns of egregious labor violations, potentially improving working conditions for staff prior to any conversion attempt.

  4. Maintains a path for future conversion. by allowing previously disqualified schools to reapply for charter status if and when they come into compliance, rather than imposing a permanent ban.
