What's happening

This bill creates a loan forgiveness program for engineers who work in New York State, prioritizing graduates from New York colleges.

Why it matters

  1. Targets workforce shortages. by incentivizing engineers to remain and work in New York, potentially helping to address gaps in critical infrastructure, technology, and innovation sectors across the state.

  2. Links forgiveness to service. engineers must work in New York for five years to keep the benefit; if they leave or fail to verify their employment, their award turns into a repayable loan, ensuring public investment directly supports in-state employment.

  3. Prioritizes local graduates. by giving preference to those who earned their engineering degree from a New York-based college or university, aiming to retain homegrown talent and strengthen the state’s higher education-to-workforce pipeline.

  4. Sets a clear, capped financial benefit. (up to 50% of tuition, limited by SUNY in-state rates and available funding), which may make engineering education more financially accessible but could also leave out higher-debt graduates or those from more expensive programs.

5. Rules and regulations. The corporation is authorized to promulgate rules and regulations necessary for the implementation of the provisions of this section, including a method for determining the priority in which awards are distributed. In the event that there are more applicants who have the same priority than there are remaining awards, the corporation shall provide in regulation the method of distributing the remaining number of such awards, which may include a lottery or other form of random selection.

§ 3. This act shall take effect on the first of January next succeeding the date on which it shall have become a law.
