Creates a permanent exemption from future surcharges. for these residents, offering long-term predictability and protection against unexpected toll increases due to new surcharges imposed after 2017.
May have fiscal impacts on Thruway Authority revenue. , which could affect funding for bridge maintenance or other projects, and could lead to debates about fairness for residents of other counties not receiving similar discounts.
Requires administrative procedures for verifying residency and processing applications. , meaning eligible residents would need to apply and provide proof, adding a layer of oversight and potential access barriers for some.
