What's happening

This bill prohibits confining pigs, calves, and egg-laying hens in a manner that prevents them from moving freely on farms.

Why it matters

  1. Enhances animal welfare standards. by requiring that pigs, calves, and egg-laying hens have enough space to lie down, stand up, fully extend their limbs (or wings), and turn around freely—potentially reducing stress, injury, and suffering among farmed animals.

  2. Creates clear legal consequences. for violations, classifying non-compliance as a Class A misdemeanor, which can result in up to one year of imprisonment, a fine up to $1,000, or both—providing a strong deterrent for inhumane confinement practices.

  3. Allows for stricter local regulations. by explicitly permitting towns, cities, and counties to enact even stronger animal welfare laws, as long as they do not conflict with the state standard—potentially leading to higher protections in certain areas.

  4. Includes exemptions for specific circumstances. such as transportation, veterinary care, agricultural research, exhibitions, slaughtering, and for pregnant pigs in the week before giving birth—addressing practical concerns while maintaining the core protections.
