What's happening
This bill creates the New York International Scholarship program, providing up to $1,000 for low-income students to study abroad in non-English speaking countries.
Why it matters
Expands access to study abroad for low-income students. By targeting recipients of federal Gilman Scholarships and those receiving need-based aid, the bill aims to help students who might otherwise be unable to afford international study experiences.
Focuses on non-English speaking countries. The requirement that scholarships support study in non-English speaking countries could encourage language acquisition, cultural immersion, and global competitiveness among New York students.
Leverages and supplements federal funding. The state scholarship is designed to supplement, not duplicate, existing federal Gilman awards, potentially allowing students to participate in longer or more robust programs that would otherwise be financially out of reach.
Directs significant state investment in global education. With a $1 million appropriation, the bill signals a commitment to international education and may set a precedent for other states to consider similar support for study abroad opportunities.
