What's happening

This bill requires the Public Service Commission to annually study and report on the economic and environmental impacts of the Reforming the Energy Vision (REV) initiative.

Why it matters

  1. Mandates deeper analysis of REV’s real-world economic and environmental impacts. By requiring a study of both benefits and burdens—including rate increases, new fees, and infrastructure costs—the bill aims to ensure a full accounting of how the Reforming the Energy Vision (REV) initiative is affecting consumers and the state overall.

  2. Includes focus on environmental “leakage” risks. The study must consider whether REV-related costs are inadvertently driving energy production (and associated emissions) out of New York to states or regions with higher pollution, potentially undermining the initiative’s environmental goals.

  3. Requires detailed breakdowns by customer type and utility. The mandate to disaggregate economic impacts by participant status, rate class, and utility means the report could highlight who specifically is benefitting or shouldering costs, informing more equitable policy or rate design.

  4. Creates a mechanism for legislative oversight and public transparency. By mandating annual, publicly available reports to key legislative leaders and committees, the bill strengthens ongoing accountability for a major energy policy affecting millions of New Yorkers.

of New York as a result of energy load leaving New York due to the increased cost of REV or REV related infrastructure costs for a location with higher emissions per capita.
