What's happening
This bill requires the Public Service Commission to annually study and report on the costs, benefits, and progress of New York's Reforming the Energy Vision initiative.
Why it matters
Greater transparency and accountability. By mandating annual studies of REV’s costs, benefits, and progress, the bill ensures ongoing public and legislative oversight of a significant statewide energy policy, making it easier to assess whether the initiative delivers promised outcomes.
Impact on consumer energy bills. The required analysis will specifically examine how REV affects electric rates, fees, and other consumer charges, helping policymakers and the public understand who bears the financial burden and whether costs are distributed equitably among different ratepayer groups.
Environmental and economic trade-offs. The bill’s mandate to quantify avoided emissions (like CO₂, NO₂, SO₂) and account for “environmental leakage” (emissions that may increase outside New York if energy demand shifts) provides a more complete picture of REV’s net environmental impact, including any unintended consequences.
Informed future energy decisions. By breaking down benefits and costs by utility, rate class, and participant status, the annual reports will supply detailed data that can guide future energy investments, infrastructure decisions, and regulatory changes in New York.

leakage which occurs when there is an increase in air emissions outside of New York as a result of energy load leaving New York due to the increased cost of REV or REV related infrastructure costs for a location with higher emissions per capita. The study shall also quantify the economic costs and benefits of REV to participants and non-participants, by rate classes and shall further disaggregate the results by utility.
(c) data on the impact on consumers resulting from the cost and expense of replacing existing energy infrastructure including energy transmission and distribution infrastructure; and market platform technology.
2. The commission shall publish a report based on its findings. The report must be published within three hundred sixty-five days of the effective date of this section, and every year thereafter.
