What's happening
This bill allows the use of drug-free adhesive breathing devices on racehorses if they meet FDA standards.
Why it matters
Potentially improves racehorse welfare. by allowing devices that help horses breathe more easily during races, possibly reducing physical stress and risk of airway-related issues.
Sets clear safety standards. by limiting permitted devices to those made from FDA-approved, non-irritating, medical-grade materials—helping prevent the use of untested or harmful equipment.
Could influence racing outcomes and fairness. since better-breathing horses might perform differently, potentially affecting competition and betting interests.
Addresses regulatory clarity. by explicitly stating that these devices are not considered prohibited equipment, reducing ambiguity for trainers, jockeys, and stewards.
