What's happening

This bill makes the cost of transporting universal pre-kindergarten students eligible for state aid in New York.

Why it matters

  1. Expanding transportation aid to pre-K students helps remove a financial barrier for school districts. , making it more feasible for them to offer or expand universal pre-kindergarten programs, especially in districts where transportation costs are a major obstacle.

  2. Including pre-K students as "allowable pupils" for state transportation aid puts them on par with older students. , signaling a policy shift that treats early childhood education as a core part of the public education system, potentially encouraging more families to participate.

  3. This change particularly benefits low-income and rural families, who may struggle to get young children to and from pre-K programs without bus service. , thus supporting greater equity in access to early education.

  4. By providing state aid for these transportation costs, the bill could help standardize pre-K access statewide. , rather than leaving it up to local districts’ budgets or parental resources, which can vary widely.
