What's happening

This bill gradually moves up the cutoff date by which six-year-olds must start full-day school, from December to September.

Why it matters

  1. The bill phases in the change over three years. , moving the school starting cutoff from December to November, then October, and finally September, giving families and schools time to adjust gradually rather than abruptly.

  2. Children who are newly required to wait an extra year before starting full-day school (due to the earlier cutoff) will be prioritized for pre-kindergarten programs. in their local school district, aiming to ensure they still have access to structured early learning opportunities.

  3. The bill could affect childcare and family planning logistics. , as some children will need additional care or preschool arrangements for an extra year before qualifying for full-day school, potentially impacting household budgets and schedules.

  4. The change may influence student readiness and classroom dynamics. , as students will, on average, be slightly older when starting school, which research suggests can affect academic and social development, as well as overall classroom composition.
