What's happening

This bill creates an emergency water infrastructure repairs fund to help municipalities quickly fix water and sewage system failures.

Why it matters

  1. Creates a dedicated, segregated fund for emergency water and sewage repairs. , ensuring that money set aside for these urgent needs cannot be used for other purposes, which could speed up response times during crises.

  2. Defines what qualifies as an "emergency". (including failures due to weather, mechanical breakdowns, or natural disasters), making it clear when municipalities are eligible for this aid and reducing ambiguity in accessing funds.

  3. Mandates an expedited application and review process. , requiring the administering corporation to respond quickly to municipal requests, potentially reducing the time residents and businesses go without safe water or sewage services during emergencies.

  4. Requires that at least 10% of all annual water and sewer infrastructure appropriations be placed into the emergency fund. , guaranteeing a minimum level of preparedness and funding for unexpected failures, rather than relying solely on ad hoc or delayed legislative action.
