What's happening
This bill requires New York universities and educational institutions to develop, implement, and regularly update comprehensive safety and emergency response plans.
Why it matters
Establishes detailed crisis response and violence prevention protocols. The bill mandates that university- and building-level safety plans cover not only how to respond to threats and incidents of violence, but also proactive strategies like non-violent conflict resolution training, peer mediation, and clear procedures for contacting law enforcement and emergency contacts.
Requires collaboration and transparency. Safety plans must be developed with input from a broad range of stakeholders, including students, teachers, administrators, law enforcement, emergency responders, and community members. These plans are subject to public comment and hearings, though details of emergency response plans remain confidential to ensure security.
Mandates regular review, training, and drills. Plans must be reviewed and updated annually, with mandatory annual safety training for staff and students and regular drills to test emergency procedures—aiming to ensure ongoing preparedness and adaptation to evolving threats.
Enforces accountability and compliance. Institutions risk losing public funding if they fail to comply with these requirements, and the commissioner must report annually on compliance and implementation, promoting ongoing oversight. Waivers are only available to institutions already meeting similar standards, preventing avoidance of the core safety requirements.
