What's happening

This bill requires, where practicable, the youngest children and those with communication disabilities to sit at the front of school buses.

Why it matters

  1. Prioritizes safety and supervision for vulnerable students. By seating the youngest children and those with communication disabilities at the front of the bus, the bill aims to ensure these students are within closer view and easier reach of the driver or bus monitor, potentially reducing the risk of bullying, accidents, or medical emergencies going unnoticed.

  2. Promotes equity and inclusion for students with disabilities. The bill specifically acknowledges the needs of children who have communication difficulties, ensuring they are not overlooked in transportation policies and are given a seat where they may feel more secure and can receive assistance if needed.

  3. May require changes in school district transportation operations. Implementing these seating arrangements could necessitate adjustments in daily bus routines, staff training, and possibly even bus design or capacity planning, especially in districts with diverse student populations and varying bus sizes.
