What's happening

This bill creates a pilot program dividing some state jobs into sub-positions for people with developmental disabilities who can't perform full job duties.

Why it matters

  1. Creates flexible job opportunities for individuals with more severe developmental disabilities. who are typically unable to access traditional or even existing disability hiring programs, allowing them to contribute based on their abilities rather than being excluded entirely from state employment.

  2. Introduces “job carving” and “task reassignment” as official employment practices. within state jobs, legitimizing the customization of roles to suit both the needs of the individual and the employer, and potentially setting a precedent for broader workplace inclusion strategies.

  3. Limits compensation and benefits for these positions. (minimum wage, no health or pension benefits), which may raise concerns about pay equity and long-term job security for participants, but still provides a structured entry point into the workforce.

  4. Requires ongoing evaluation and reporting to the legislature. on the effectiveness of the pilot, ensuring oversight and the possibility of transitioning from a temporary experiment to a permanent program if successful, which could influence future disability employment policy statewide.

Who cares

  • People with developmental disabilities

Those unable to perform all duties of a traditional position and otherwise ineligible because of disability severity could obtain customized temporary jobs paying minimum wage without health, pension or other additional benefits.

  • Civil Service Commission

The commission would establish a demonstration program covering no more than 15 traditional positions, dividing them into sub-positions tailored to candidates’ strengths and interests and employers’ needs.

  • Existing civil service employees

The bill would prohibit terminating employees to establish or fill customized sub-positions.

  • Commissioners of developmental disabilities and mental health

They would consult with the Civil Service Commission president on evaluating the program, with reports to the legislature addressing whether it should become permanent.
