What's happening

This bill requires legislative approval and a fiscal note for any Board of Regents policy change costing over $1 million statewide.

Why it matters

  1. Increases Legislative Oversight. By mandating legislative approval for costly Board of Regents policy changes, the bill gives elected officials more direct control over major education initiatives, potentially increasing public accountability.

  2. Requires Financial Transparency. The fiscal note requirement ensures that the full statewide financial impact of any major policy change is made clear before it can be adopted, helping legislators and the public understand potential budget consequences.

  3. May Slow Implementation of Major Policies. The need for both a fiscal note and legislative sign-off could delay or complicate the enactment of significant education reforms, especially those that are time-sensitive or controversial.

  4. Limits Regents' Independent Authority. This change curtails the Board of Regents’ ability to unilaterally implement expensive policies, shifting some power from appointed education officials to the legislature, and possibly affecting how quickly or ambitiously the Board can act.

Such fiscal note shall be attached to and/or be part of any resolution by the regents amending or altering the rules and regulations. For the purposes of the provision of this section, such fiscal note shall be approved by the commissioner, secured from the division of budget and subject to approval by the legislature.
