What's happening

This bill bans three chemicals in nail polish and hardeners sold or used by salons.

Why it matters

  1. Statewide restrictions. Prohibits dibutyl phthalates (DBP), toluene and formaldehyde in the manufacture, distribution and sale of nail polish and nail hardener across New York.

  2. Business use. Appearance enhancement businesses would also be barred from using products containing any of the three chemicals.

  3. New prohibition. Adds a section to the general business law, taking effect January 1 following enactment. The bill specifies no penalties or enforcement procedures.
