This bill voids claims on horses that die or are euthanized during a race, and allows voidable claims if a horse is vanned off.
Why it matters
Protects buyers in horse claiming races. by ensuring they aren’t forced to pay for a horse that dies or is euthanized during or immediately after the race, reducing financial risk from catastrophic injuries.
Improves animal welfare accountability. by discouraging the entry of horses with poor health or high risk of breakdown, since owners cannot profit from selling horses that are severely injured or die during the race.
Offers flexibility in cases of serious but non-fatal injuries. , allowing a new owner to void their claim within an hour if a horse is vanned off (transported due to injury), which may encourage more thoughtful and responsible claiming decisions.
