What's happening
This bill allows veterans licensed in another state to temporarily practice their profession in New York while their application is processed.
Why it matters
Helps veterans use their professional skills more quickly. By allowing veterans licensed elsewhere to practice while their New York application is pending, the bill reduces downtime and helps veterans transition into the workforce without unnecessary delays.
Addresses workforce shortages and improves access to services. This measure could help fill gaps in key professions (such as healthcare, engineering, or teaching) by tapping into the skills of veterans, especially in communities experiencing shortages.
Sets a fast, clear timeline for application review. The commissioner must decide on the veteran's application within 30 days, providing certainty and reducing bureaucratic uncertainty for veterans seeking to continue their careers.
Encourages states to recognize equivalent training. By focusing on "essentially equivalent" education and experience, the bill supports a more flexible, skills-based approach to professional licensing that can help veterans overcome barriers related to differing state requirements.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. The education law is amended by adding a new section 6505-d to read as follows:
§ 6505-d. Application for admission to the practice of a profession by a veteran admitted to practice in another jurisdiction. Such application shall be determined by the commissioner within thirty days of the filing of the application with the commissioner by the veteran. If the commissioner determines that the education, training and prior admission to the practice of a profession in another jurisdiction are essentially equivalent to the requirements necessary for admission to practice the profession in New York state, then the commissioner shall grant such veteran admission to practice the profession in New York state.
