What's happening

This bill establishes regional peer support programs for veterans in New York, providing mental health and substance abuse counseling by certified veteran peers.

Why it matters

  1. Provides targeted mental health and substance abuse support by veterans, for veterans. By requiring certified peer counselors to have personal experience with military service and recovery, the program aims to create a more trusted and relatable support system for veterans struggling with mental health or substance abuse challenges.

  2. Addresses unique needs, including for female veterans. The inclusion of specialized services for female veterans acknowledges that their experiences and needs may differ from their male counterparts, promoting more inclusive and tailored care.

  3. Establishes training and credentialing standards for peer counselors. The law mandates the development of qualifications and procedures for certifying, training, and—if necessary—revoking credentials for peer counselors, ensuring a consistent and professional level of support.

  4. Ensures regional access and state oversight. By requiring at least one program in New York City and one upstate, the legislation aims to reduce geographic disparities in services; state agencies’ involvement in developing and overseeing these programs may improve coordination and accountability.
