Title of bill

An act to amend the mental hygiene law, in relation to establishing a peer support program for veterans

Purpose or general idea of bill

The purpose of this bill is to establish a certified peer counselors program for veterans who suffer from mental illness, alcohol abuse, and/or chemical dependence.

Summary of specific provisions

The mental hygiene law is amended by adding a new section 7.42 that requires commissioner of mental health, commissioner of alcoholism and substance abuse services and director of division of veteran's affair to develop a minimum of two regional peer support service programs for veterans. One regional peer support services program shall be located within the city of New York and one regional peer support services program shall be located in upstate New York outside of the city of New York or Long Island. The program shall include, but not be limited to, peer counseling for post-traumatic stress disorder (PTSD), alcohol and substance abuse counseling, information on access to services, family support services, employment services and specialized services for female service members and veterans.

Justification

Trauma and stress experienced during military service can often leave veterans with PTSD. Veterans may turn to medication or alcohol to relieve the symptoms of PTSD which could ultimately lead to addiction and abuse. A peer support program will help veterans transition back to civilian life. Peer support is especially valuable for veterans in helping them recuperate from active military duty by giving them a setting for discussion with their comrades who also had similar experiences. Peer support programs are critical factors in mitigating PTSD as they enable veterans to build healthier and positive relationships. Peer supports also help veterans become more productive with dealing with stress and coping with depression or substance abuse.
